What is Emission Inventory?
Emissions inventory is a detailed listing of pollutant emissions, and their calculated emission rate estimates, as identified from specific sources in a given area. Information from source identifications is compiled into a comprehensive report inventorying sources, activities and pollutants.

National Emission Inventory Project (NEI) 
The Institute for Tribal Environmental Professionals (ITEP), working with the US
Environmental Protection Agency (USEPA), is facilitating the collection of emission
inventory (EI) data developed by tribes and coordinating the inclusion of this data
in the National Emission Inventory (NEI).
Many tribes have completed EIs for their own use,
but often they lack the time and resources to provide their data to regional and national databases. By not being
included in these databases, tribal concerns are then often overlooked. Once ITEP
has identified tribes interested in providing EI data, approval from tribal governments
to release the data will be acquired and assistance to tribal staff will be provided
to compile and submit the data.
ITEP will also create educational materials for
distribution to tribes on improving their EIs and will provide tips on creating EI data. Additionally, ITEP will assist
tribes in reviewing data existing in the NEI that detail emission sources on tribal lands.

Lake Michigan Area Directors Consortium (LADCO) 
Early in 2003, the Institute for Tribal Environmental Professionals (ITEP) entered into an
agreement with LADCO, a regional organization working on air quality issues in Michigan,
Minnesota, Wisconsin, Illinois, and Indiana. Just like our work with the Western Regional
Air Partnership (WRAP), ITEP will coordinate with the 35 tribes in Michigan, Wisconsin,
and Minnesota to help them develop emission inventories (EI).
ITEP will first contact all 35 tribes to determine
if they are currently developing EI data or if they are willing, but unable, to develop
the data at this time. ITEP will then offer assistance to the tribes, inter-tribal agencies,
and LADCO so that EI data may be compiled and analyzed. This project will strengthen
LADCO's activities and assure the representation of tribal concerns.

Tribal Emission Inventory Software Solution (TEISS) 
Tribal environmental professionals have long needed an easy-to-use computer software application to calculate, organize, store, and report on air
pollution emissions occurring within Indian Country. To this end, the Institute for Tribal Environmental Professionals (ITEP), in partnership with
the Tribal Data Development Working Group (TDDWG) of the Western Regional Air Partnership (WRAP), contracted Lakes Environmental to create the
Tribal Emissions Inventory Software Solution (TEISS). The TEISS provides guidance on what type of data to enter, conducts calculations and unit
conversions, and creates clear reports and maps that support the needs of tribal air quality programs, the USEPA, and regional planning
organizations (RPOs) addressing air quality issues. By developing their own air emission inventory data, tribes may play an active and constructive
role in the regional and national planning processes.
On April 14, 2004, Version 1.0 of the TEISS was released. The release of TEISS 1.0 was the culmination of almost two(2) years of work on the part
of ITEP, the contractor Lakes Environmental, the members of the TDDWG of the WRAP, and the two independent testing contractors, ENVIRON and Ranch
River, LLC. Many tribal environmental professionals volunteered their time to assist in writing the specifications and testing beta versions of
TEISS. Over the past few years, upgrades to the software have resulted in the release of numerous versions of the TEISS. Recent upgrades include
the implementation of a Fire Tracking System compatible with WRAP emission methodologies, a new Facility Operating History module, and enhanced
report formats. The most current version available is TEISS Version 1.9.0.
