Tribal Emissions Inventory Software Solution:

This year the final version of the 2002 National Emissions Inventory was released to the public by EPA. Unfortunately, due to budget constraints within EPA, the data was delivered in ASCII (text) format that encompasses the entire US. This format is not recognized by the TEISS software and the files are exceedingly large. In order to make the data accessible to TEISS users, ITEP staff imported the ASCII data into Microsoft Access database format, then segregated separate files for each state. The two source types ITEP was able to parse to the state level are the Point and NonPoint (Area) sources. The On- and Non- Road files were too large for the software ITEP has available. The following webpage has links to download the zipped MS Access database files for each state and source type. The unzipped database files can be imported into TEISS using the Import NIF data command.

The first stop for emission inventory (EI) information is EPA's Technology Transfer Network, Clearinghouse for Inventories and Emission Factors (CHIEF) web site found at: www.epa.gov/ttn/chief/index.html.
The Emission Inventory Improvement Program (EIIP) can be accessed from the CHIEF web site. The EIIP Technical Documents also have excellent information on how to develop an EI. In June 2004, the link to find these documents was: www.epa.gov/ttn/chief/eiip/techreport/index.html.
The EIIP report on Quality Assurance/Quality Control contains some good information on how to collect good data and document your efforts for your EI.
The U.S. EPA sponsors an International Emission Inventory Conference each year in a different location. You can find information about the conference on the CHIEF website at: www.epa.gov/ttn/chief/conferences.html.
This conference has had a session on Tribal Emission Inventories for the last 3 years and it is planned to continue in the future. This conference can be a good place to learn from others who are doing EI work.
