Once you have your Reservation's location folder created in the Point Sources folder of the outline, you can enter data on your reservation's point sources in two ways.
- Graphically add the facility and release point to the TEISSVw map interface, as shown in Lesson 8.
- Click on the Facilities folder under your tribe's location folder, then right click to get the menu where you can select Add a facility
The first way is good to use if you do not have a GPS unit and can't get the latitude and longitude for your facility. By drawing the facility and its release point on the map, TEISS assigns the geographic coordinates for you.
!!Note: You do not have to have a shape drawn on your map for facilities. The only location piece of information that TEISS or the NEI really needs is the latitude\longitude for at least one release point at the facility. That latitude\longitude can be estimated for the front gate of the facility, or for the center of the facility, or it can be an exact reading from the location of a stack. If you do not feel comfortable, or don't think it's necessary, to draw the boundaries of a facility you can skip that step and use the 2nd way of entering a source as listed above.
The second way can be used to add a facility if you do not wish to draw the boundaries of the facility on the map. You will need to enter a latitude\longitude for the release point that you add for this facility. You can add the release point in two ways.
- Graphically add the release point by drawing it on the TEISSVw map interface, as shown in Lesson 8
- Click on the Release Point folder under the facility, the right click to get the menu where you can select Add a release point.
If you use A, TEISS will not know which facility the release point you have drawn should go in the Outline (since you did not draw it inside the boundaries of a facility). The release point will show up in the Orphans folder of the Outline View, as shown in the figure below.

You can cut and paste the release point you have drawn from the Orphans folder to the Release Point folder under the facility where you want it by clicking once on the release point in the Orphans folder, then right clicking to get the menu to pop up where you can select Cut. Then you scroll back up and click on the Release Point folder under the facility where the release point belongs. Left click once on the Release Point folder, the right click once to get the menu where you can select Paste. The release point you drew is know located in your facilities folder.
You can use B if you know the latitude/longitude of the release point. After the release point is added, you type the latitude and longitude in the fields on the right hand side of the screen, as shown in the figure below.

Either way you choose to add your facilities, you will need to at least fill in the mandatory information fields (colored light green) for each of the tabs on the right side of the outline view. For the other (non-green) fields, only fill them in if tracking that information will be useful to you.
Note that the Address tab is active in the figure below.

For all release points that you add to your project, be sure to fill out the mandatory fields on the right hand side of the Outline View under the Georeference Info tab, shown in the figure below.

Common choices for Horizontal Collection Method
- If you used the TEISS map, or any other map to make your best guess at the location of the release point, select Interpolation - map from the drop down list
- If you used a website or program that allowed you to enter the address of the facility, then gave you a latitude/longitude, select Address matching- house number from the drop down list
- If you used a GPS unit to get the latitude/longitude, use the most appropriate GPS selection from the drop down list. If you don't know which GPS selection is most appropriate, use Global Positioning Method - Unspecified Parmaeters
Horizontal Reference Datum Code
- If you used the TEISS map interface to figure out the latitude/longitude, use North American Datum of 1983
- For all other sources, check to see what datum the source used.
Reference Point Code
- Use the description that is most appropriate.
- If you used the TEISS map interface to make your best guess at the location of the release point, select Center of a facility or station
Horizontal Accuracy Measure
This number must be entered in meters. Recall that one meter equals approximately 3 feet.
- If you used a GPS unit, it should give you a number for accuracy.
- If you guessed the location using the TEISS map interface, use 1,000 meters.

All point sources must have at least one Emission Unit. If your facility basically has one main function, you can enter Entire plant operation in the Emission Unit Description field. Each Emission Unit in a facility must have a unique ID number. TEISS automatically assigns an ID number. Some find it simpler to assign Emission Unit ID numbers of 001, 002, 003, etc. to the emission units they are entering for reservation sources.
Design Capacities are entirely optional and are not needed for most source types.
Each Emission Unit must have at least one Process. The process is where you must assign an SCC code to the activities going on at the facility. Use the Emission Process Description field (even though it is not mandatory) to enter a short, clear description of each process. Then use the button to search for the SCC code that most closely describes the activities at the facility. Each Process must be associated with a release point, be sure to click on the Release Point tab on the right hand side of the screen and select one from the drop down list.
Gas Station Example:
A gas station on your reservation sells unleaded and diesel fuel. There are no emission factors in AP-42 or TEISS for retail diesel sales, so you will not need to estimate emissions for the diesel sales. You have decided to classify this gas station as a point source, it is the only one located on your reservation.
Assign one Emission Unit, it's ID number can be 001, in the description, write out "Retail sales of gasoline"
You want to estimate emissions from three processes at the gas station
- Filling of the underground storage tank (UST)
- Breathing and Emptying of the UST
- Unloading (pump sales)
You will enter those three processes, along with their SCCs, under Emission Unit 001 for this gas station. For each process, you'll need to add control equipment (if applicable) and an emission period. For each emission period, you'll add the same calculator and you will run the calculator three times (once under each process). Each time you run the calculator, you'll select a different station operation to match the process.
Permitted Facility Example:
If you are getting your facility and emissions data from permit and compliance records, they often list the processes by emission unit. In that case assign the emission units in the same way the permit lists them. It may mean that each process has its own emission unit. For example, a facility might have two engines on site that run constantly. They are the same kind of engine, using the same kind of fuel so they will have the same process SCC. They are, however, separate units, that can run or shut down independently of each other and each has its own exhaust stack, so it is best to list them as separate emission units. |
Control Equipment is entirely optional. Only add control equipment to processes that have controls.
You must add an Emission Period for every process in a facility. Once added, the emission period defaults to start and end dates that are the first and last day of the inventory year that you have selected for your project. If you are doing an annual inventory, select Entire Period from the drop down list for Emission Type.
It is in the Emission Period for each process that you add the calculator that you will use to estimate the emissions. To add the calculator, go the Estimate tab and follow the procedure you learned in Lesson 8. You can add the calculator at any time. It is only when you enter data, calculate, then import the emissions into your outline that the calculator stores any information in the outline.
The Emissions folder is where the actual emissions estimates are stored. If you use a calculator that you added to the Estimate tab in the Emission Period folder, the emissions will be imported into the Emissions folder and you will not have to enter that information directly by typing. If, however, you have obtained emissions estimates from annual fee calculation forms for Title V sources or from some other permitting or reporting program, you may have to enter them in manually.
To enter emissions manually, you use the same procedure as described above for all the other record types. Left click once on the Emissions folder, then right click once to get the menu that lets you Add Emission.
