Non-road mobile sources include any moving, motor-driven thing, that does not run on the roads such a:

Trains Tractors Construction equipment Airplanes ATVs, Off-road motorcycles Boats

Non-road mobile sources do not have to be vehicles that have drivers:

• Lawn and garden equipment
  
  
• Mobile generators
  
  
• Irrigation pumps
