Actual Emissions - The actual rate of emissions of a pollutant from a source
Actual emissions estimates are calculated using actual data from the source for activity data, such as production rate and material used.
Most tribal emission inventories estimate actual emissions from their reservations for a given year.
Allowable Emissions - Based on the permitted emission rate.
Allowable emissions can be obtained from a permit for a facility and are based on the projected operating rate or activity level and operating schedule.
The source is allowed to emit up to this much pollution, they may actually emit less (or more!) If the Tribe is permitting, they set what is allowable.
This type of emission estimate can be used for planning purposes, because it projects what may happen and what is allowed to happen in the future.
Potential Emissions - Maximum capability of a source to emit.
Potential Emissions are calculated using the unit's maximum design capacity and are a function of the unit's physical size and operational capabilities. This type of emission estimate is often used in support of permitting activities under Title V of the Clean Air Act.
