Your first step toward doing an EI is to complete an IPP. An IPP clearly states exactly how you intend to develop and present your EI. The plan should include inventory objectives and general procedures, and should clearly describe how the inventory preparer will present and document the inventory for submission to EPA and/or others.
There are four important things to consider as you prepare your IPP:
- End uses of the data
- What is your objective in completing this EI? What will you do with the data when it is done? The end use determines how accurate your emissions estimates need to be and therefore, how much time and effort should go in to collecting accurate activity data. What level of accuracy do you need to attain? (See Lesson 1.3 - How much work will it take to complete an EI?)
- Scope of the inventory
- Clearly define what sources and pollutants you will include, what time period your EI covers, what geographic area you will include.
- Availability and usefulness of existing data
- Think about where you might obtain existing emissions data. Include a strategy in your plan for checking with each of these data sources to see if they have information that will be useful to you.
- Strategy for data collection and management
- Write out your strategy for collecting data and managing data for your EI. You will be using TEISS to manage and store your data, so you can focus on what data you need to collect and how you will do it.
- QA/QC Procedures
- Write out a plan for how you will check the quality of your data during collection, entry into TEISS and presentation of your results.
