On Arizona issues

 

The Stimulus Plan for Economic and Educational Development, or SPEED, is intended to jumpstart Arizona's sagging economy by boosting the construction industry with much-needed building projects at the state's three public universities.

The SPEED legislation authorizes $800 million in financing authority for capital projects at the universities. The projects address critical renovation and building renewal needs. The initiative grants Northern Arizona University funding authority for $136 million worth of construction. Arizona Lottery revenues will fund 80 percent of the SPEED debt service, and the universities will pay 20 percent. Northern Arizona University would pay interest only on the projects for five years.
